Under the general direction of the Chief Financial Operations Manager, the Budgets and Special  Projects Manager is responsible for planning, organizing, staffing, directing, and coordinating the work  of subordinate staff.

This is the second management level over analytical and administrative work. Positions in this class  have significant responsibilities for formulating or administering agency or departmental policies and  programs.

Working Conditions

Conflict of Interest - This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Hybrid Telework - This position is eligible for a hybrid work schedule. Main Office located in Mather, CA.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Strong leadership background in government budgeting and complex fiscal analysis.
  • Highly proficient and knowledgeable in the annual California state budget and legislative processes, budget augmentation tools, special fund budgets, and management of funding.
  • Strong ability to motivate, lead, and mentor a range of entry level as well as tenured staff.
  • Excellent verbal and written communication ability, including presentation skills, and the ability to summarize, simplify, and explain complex fiscal and technical information to audiences of varying levels of familiarity.
  • Ability to analyze and identify discrepancies and issues in a wide range of data sets and, and to develop sound recommendations and strategies for resolving such issues.
  • Strong interpersonal and relationship-building skills, preferably with experience communicating with stakeholders including Legislative partners, Department of Finance, and Executive leadership.
  • Ability to lead a team in meeting multiple high-priority deadlines, prioritizing critical workloads, and problem solving.
  • Proficiency in Microsoft Excel and Hyperion.
