T he Criminal Investigations Division encompasses all law enforcement and forensic components residing within the Department of Financial Services. With this broad responsibility, the division investigates a wide range of fraudulent and criminal acts including:

• Insurance Fraud Investigations
• Workers’ Compensation Fraud Investigations
• Fire, Arson, and Explosives Investigations
• Theft/Misuse of State Funds
• Fire and Explosives Sample Analysis
• Public Assistance Fraud

Requirements:

• Two (2) years of professional experience in criminal intelligence, military intelligence, or in a law enforcement agency . An associate degree from an accredited college or university may be used as an alternative for the years of required experience.
• Proficient in using Microsoft Office Products (Word, Excel, Outlook, etc.

Preference s:

• Experience in criminal intelligence, financial analysis, military intelligence, investigative analysis, and/or or working in a law enforcement agency.
• Experience in any of the following components of analysis: financial analysis, forensic analysis, statistical analysis, crime analysis.

Special consideration may be given to eligible candidates who have bilingual verbal & written skills that meet a critical need of the agency’s mission.

This position requires a security background check which includes a financial credit report, and fingerprinting.

WHAT IS THE SELECTION PROCESS?

Selection is a three-to-six-month process that consists of the following:

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

• Knowledge of record writing techniques.
• Knowledge of research and intelligence analysis techniques.
• Knowledge of the procedures and techniques for effective verbal and written communication.
• Ability to analyze, interpret and summarize criminal intelligence data.
• Ability to review large amounts of criminal intelligence data and to determine the significance, completeness and usefulness of the data.
• Ability to write reports, investigative summaries and memoranda resulting from information analysis. Ability to make independent decisions.
• Ability to report information clearly, concisely, and accurately, both verbally and in writing. Ability to plan, organize and coordinate work assignments.
• Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with others.

• Knowledge of criminal intelligence or military intelligence procedures.
• Ability to testify in court.

BRIEF DESCRIPTION OF DUTIES :

If applicable, (Incumbent of position is a member of DFS’ Disaster Response Team and, in that capacity, may be required on short notice to perform duties and necessary attendant travel in support of disaster relief efforts.)

The Division of Investigative and Forensic Services encompasses all law enforcement and forensic components residing within the Department of Financial Services. With this broad responsibility, the division investigates a wide range of fraudulent and criminal acts including insurance fraud, workers' compensation fraud, fire, arson, and explosive investigations, misuse of State funds, and fire and explosive sample analysis.

1. Performs criminal history and intelligence checks with reference to investigations for all sworn personnel as directed.
2. Directly supports and assists investigators in the compilation and analysis of confidential information regarding insurance fraud investigations and recommends specific investigative directions based upon such information. Proficient in use of personal computer.
3. Performs detailed research of criminal investigations and documents relating to insurance fraud and arson.
4. Requests and receives information of a confidential nature. Communicate clearly and effectively orally, in writing, by radio and telephone.
5. Compiles, analyzes, and disseminates information and criminal intelligence from various agencies, the public, and other sources, and utilizes these sources to maintain the exchange of pertinent information among law enforcement agencies.
6. Coordinates inter-state and intra-state information pertaining to criminal activity involving insurance fraud and arson, and exercises judgment to ensure that accurate and reliable information is disseminated.
7. Evaluates and analyzes criminal intelligence information to predict the capabilities, intentions, and vulnerabilities individuals and groups of individuals engaged in insurance fraud and recommends investigative strategies.
8. Prepares oral briefings, written reports, and recommendations in the form of intelligence assessments and detailed factual reports used by agency management and field supervisors to evaluate investigative priorities in case development.
9. Determines structure and operation of insurance/arson operations by thoroughly researching and analyzing intelligence information relating to patterns, trends, and movements of the groups for use by management.
10. Participates in search warrants by sketching site diagram, logging evidence, printing evidence labels and inventory lists.
11. Serves as Terminal Agency Coordinator (TAC) for FCIC/NCIC terminal, ensuring proper procedures are followed regarding security and dissemination of criminal history information. Must obtain and maintain FCIC/NCIC certification.
12. Serve as resource person and respond to requests for information from other agencies and represent the Division in meetings. This position may require participation on the disaster team, overtime, and the ability to attend meetings, training, conferences, and seminars, which may require extended travel to other areas.
13. Performs related work as required.
