Job Summary:


This Scrum Master role supports the Government of Ontario's initiatives, working both on-site and remotely. The position involves facilitating Agile development, managing project backlogs for multiple projects within the Permission Enterprise Platform (PEP), and leading project teams to deliver on time and within budget, adhering to government and ministry standards. The Scrum Master will also be responsible for resource management, conflict resolution, budget development and management, risk mitigation, stakeholder communication, and change management. A portion of time may be dedicated to projects related to the "Protect Ontario by Unleashing Our Economy Act 2025".

Location: Ontario, Canada

Responsibilities:

- Facilitate the adoption of Agile Development methodologies.
- Manage project backlogs for one or more projects within the Permission Enterprise Platform (PEP).
- Lead organizational development, strategy development, business planning, and Ministry funding requests.
- Gather and develop requirements for detailed project schedules and integrated plans.
- Monitor and forecast project costs and provide reporting to ensure targets are met.
- Develop and manage project schedules, deliverables, and scope.
- Promote I&IT project management best practices and adherence to standard methodologies.
- Direct project teams to ensure project deliverables are delivered on time and meet government and ministry standards.
- Coordinate and monitor project processes, developing and communicating guidelines and procedures.
- Source, select, and onboard team members, clarifying roles and responsibilities, and setting expectations.
- Resolve resourcing and interpersonal conflicts and negotiate changes to resourcing.
- Ensure knowledge sharing among team members.
- Develop complex project budgets based on multiple funding channels and cross-ministry dependencies.
- Manage large project budgets and ensure fiscal control and accountability.
- Proactively identify and mitigate potential risks.
- Articulate and prioritize issues and risks to senior executive levels and recommend mitigation strategies.
- Establish and participate in steering committee and stakeholder forums.
- Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
- Use strategies to overcome resistance to change and capitalize on support for change.
- Promote OPS I&IT standards and best practices for project management.
- Facilitate Scrum Ceremonies (daily stand-ups, sprint reviews, planning, backlog refinement, retrospectives, and customer journey/story mapping).
- Work with the Product Owner for Backlog Refinement.
- Create queries and reports from Azure Devops.
- Resolve resourcing conflicts and negotiate changes to resourcing needs.
- Proactively plan and prioritize tasks.
- Manage internal and external expectations.
- Ensure issues are identified, tracked, reported, and resolved.
- Identify, analyze, prioritize, mitigate, and communicate project risks.
- Make recommendations based on technical risk and business implications.
- Maintain documents in a shared repository and ensure knowledge sharing.
- Facilitate team, vendor, and client meetings.
- Communicate effectively to identify needs and evaluate solutions.
- Collaborate to resolve interdependencies between projects/workstreams.
- Report on progress and provide timely status updates.


Required Skills & Certifications:

- 5+ years of experience as a Scrum Master for a software development team diligently applying Scrum principles.
- Strong verbal, written, interpersonal communication, and negotiation skills.
- Familiarity with common Agile practices.
- Understanding of basic fundamentals of iterative development, backlog tracking, and task definition.
- Experience working with development products and teams.
- Ability to rapidly prioritize competing requirements.
- Experience running Scrum Ceremonies.
- Experience working with the Product Owner for Backlog Refinement.
- Proficiency with Azure or Azure certification.
- Experience generating burn-down reports using Azure.
- Good Java and Oracle technical knowledge, as well as IBM's BPM.
- Experience leading technical teams.
- Direct experience in creating project schedules, plans, issue & risk logs, status reports, and associated artifacts.
- Experience managing multiple simultaneous Application Development projects.
- Experience managing projects with external and internal clients and external vendors.
- Understanding of traditional System Development Life Cycle and Agile development concepts.
- Strong technical and business aptitude.
- Persistent attention to detail.
- Excellent verbal and written communication skills.
- Self-motivated leadership with strong interpersonal skills.
- Advanced skills in Microsoft Project, Microsoft Office, and Visio.
- Ability to handle multiple tasks and deliver within tight deadlines.


Preferred Skills & Certifications:

- Knowledge of Project Management Institute's Project Management Body of Knowledge (PMBOK).
- Knowledge of Agile Scrum principles, concepts, policies, and practices.
- Knowledge of Information Management principles, concepts, policies, and practices.
- Knowledge of Azure DevOps for user stories, kanbans, and pipeline monitoring.
- Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations.
- Ability to make recommendations on acquiring software, hardware, and technology resources.
- Experience managing and coordinating project monitoring, anticipating and troubleshooting issues.
- Ability to identify and address conflicts between project and functional areas.
- Ability to manage client relationships and expectations.
- Project rescue/project triage experience.
- Previous government experience.


Special Considerations:

- Hybrid work arrangement: 2 days in the office, 3 days remote.
- Partial assignment to projects related to the "Protect Ontario by Unleashing Our Economy Act 2025" as needed.
