Boeing Defense, Space & Security (BDS) has an exciting opportunity for a Senior Small Business Liaison Officer to join our Strategic Sourcing and Partnership Team in Arlington, VA .

Position Responsibilities:

  • Interpret and apply the Federal Acquisition Regulation (FAR), with a strong emphasis on FAR 52.219-8 and FAR 52.219-9, to ensure compliance in all small business subcontracting activities

  • Develops a viable pool of small business suppliers to increase their utilization for current and future procurement requirements

  • Analyzes the supply base, assess utilization gaps, and target outreach efforts to identify potential suppliers

  • Collaborates with internal stakeholders to meet small business subcontracting goals and ensure compliance with all applicable rules and laws

  • Monitors and report on small business metrics, providing insights and recommendations for continuous improvement

  • Provides guidance and direction regarding company policies, procedures, and resources for small business subcontracting

  • Monitors adherence to subcontracting plan goals on active, reportable programs during contract execution, and work with program teams to enhance subcontracting performance

  • Reviews federal regulations and laws to assess their impact on Boeings small business subcontracting program, and research information to provide feedback to regulatory agencies

  • Assess and ensure compliance with company, state, and federal policies, rules, and regulations

  • Conducts internal and external reviews and audits, developing corrective action plans as needed

  • Prepares and submit written and verbal reports for business unit, functional, customer, and small business subcontracting management reviews

  • Creates plans by analyzing historical trends, long-range business plans, procurement projections, and other related methodologies to meet contractual requirements and obligations

  • Support proposals by providing small business contract language and developing strategies and plans to subcontract with small businesses

  • Has strong FAR, USG Policy and Regulatory experience working with Govt Ops, Corporates Contracts and Legal

  • Proven ability to analyze complex regulatory requirements and develop strategies to ensure compliance

  • Demonstrates exceptional communication skills to engage with government operations in the DC area, effectively supporting federal regulations and legislative affairs by articulating complex information clearly and fostering collaborative relationships with key stakeholders

Basic Qualifications (Required Skills/Experience):

  • 5+ years' experience with FAR (Federal Acquisition Regulations)

  • 5+ years' experience using all the following Microsoft Office Applications (Word, Excel and PowerPoint)

  • 5+ years' experience preparing reports in support of data analysis

  • 5+ years' experience working with analytics, data and spreadsheets to build presentations and make recommendations

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor's degree or higher

  • Experience in supplier management or supply chain management

  • Experience in root cause analysis and corrective action

  • Experience working with U.S. Department of Defense contracts

  • Experience working with suppliers in a technical capacity

  • Experience with proposal development and contract negotiations

Work Location:

This position is hybrid. The selected candidate will be required to perform some work onsite at one of the listed location options. This is at the hiring team's discretion and could potentially change in the future.

Travel:

Position may require travel up to 15% of the time.

Summary pay range: USD $103,700 - $128,100
