To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: To qualify for the GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as a primary point of contact for a specific subject area; Collecting, compiling, organizing, and analyzing information to make determinations; Responding to requests or complaints from customers; Reviewing reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity; Admitting clients/patients into programs; Monitoring programs, projects, operations, or activities; Monitoring others' work; and Using computer systems or applications to process data for determining entitlement of benefits. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a masters or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related to the work of this position. (Transcripts must be submitted).. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond I have a combination of education and experience to qualify at the GS-09 level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education more than the first 18 semester hours (i.e. beyond the first-year graduate level education) is creditable towards meeting the specialized experience requirement. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. To Qualify for the GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as primary point of contact for a medical or business office for the public; explaining technical or other complex information orally relative to National directives and public laws governing eligibility for healthcare for patient access; identifying needs or problems associated with health care administration; processing administrative issues (i.e. consults, return to clinic orders, recall reports, financial assessments, insurance capture, patient registration, etc.); promoting a good working relationship with key individuals or groups; monitoring, maintaining, and updating data, records, or other information; reviewing reports, development of documents (i.e. Issue Briefs, correspondence, Congressional inquiries, etc.), records, data, or other materials to verify completeness, correctness, consistency, and compliance; notifying individuals of decisions, problems, or further actions needed; and maintaining a working knowledge of relevant laws, regulations, policies, standards, or procedures.. . To qualify, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: the work is primarily sedentary, although some slight physical effort may be required. Regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.
